The answer to the question lies in the obvious, nature. The best per food is not technology; it is the living material that has sustained life from its beginnings.
This, then, would be the almost-too-simple key criterion: The food species must predate the eating species. No creature could exist without food sources concomitantly available to sustain it. All life from the beginning of time has been sustained by eating fresh raw natural foods from the natural environment.
Modern nutritional science doesn't get it. It argues that anything that meets their ever changing percentages is the best pet food. That would mean food can come after, and actually be created by, the eater. But if this were true, how could humans and animals have survived through millennia prior to the roller mill, extruder, oven, microwave, canner, and deep fryer? The modern processed diet is the "new guy on the block" needing proof, and certainly cannot lay claim to being true food.
There are subtleties in apples, carrots, and meats that we can only begin to understand. A simple potato contains over 150 chemically distinct entities. Life forms have spent eons adapting to natural foods, thriving on the subtleties of their nutrients, and developing protective mechanisms against natural toxins. To suddenly consume invented modern processed products presents to the body new chemicals, toxins, and altered nutrients to which life is not adapted.
By submitting to technology rather than nature, we and the dogs and cats in our care become unwitting participants in a giant experiment. So far this has resulted in a plethora of degenerative diseases. The full consequences will only be realized in our grandchildren and their companion animals.

Word for the day: food - noun: living material found in nature that can be eaten with no, or very little alteration, and that sustains and provides nourishment. That is the best definition from a health standpoint. Today, however, food is taken to mean just about anything that comes in a package and can be swallowed.
